Illinois Environmental Protection Agency is the state agency responsible for issuing water pollution permits for coal mines (NPDES Permit). If you believe a coal mine is violating its water pollution permit, you may file a complaint with IEPA.
US Environmental Protection Agency – using these two databases provided by the US EPA, you can often determine whether a given coal mine has violated their water pollution permit in the past. If you know the name and location of a coal mine, use the first link to look up the mine’s NPDES identification number. Then follow the second link and use the NPDES identification number to search EPA’s Enforcement and Compliance History Online.
